When the last big Act that set out access services was passed into law, on-demand TV was just a twinkle in a tech geniuss eye, a distant speck on the television horizon. In the nineties and early noughties, the most pressing issue was to make terrestrial TV accessible via subtitles, audio description and signing, and the UK led the way internationally by setting out minimum quotas on broadcast television.

In 2018, thats not enough.

The technology has surpassed the legislation, says Dr Wicks. Since the last big broadcasting act there has been a huge explosion of on-demand and streaming that really has changed the way people watch television. But there was no obligation on broadcasters to subtitle or audio describe or visually sign their content, like there is for linear TV.

All this may be about to change. The Digital Economy Act 2017 lays the groundwork for legally requiring access services for on-demand TV, a potentially major development though precisely what this will mean is still being decided. Earlier this year the UK regulator Ofcom held a consultation, and since April it has been considering what to recommend.

The regulators report will go to the government in the autumn, and everyone affected has two big questions firstly, what suggestions will Ofcom put forward? And secondly, what will DCMS actually put into action?

How Do I Turn Off Sign Language

ITV provides British Sign Language translated versions for certain programmes. These versions are normally shown a little time after the original transmission.

We make a limited number of these translated programmes available on ITV Hub. We intend to include all these versions in the next twelve months. At that point we intend to introduce a Signed category to ITV Hub.

The sign language translator is part of the picture and can’t be removed like a subtitle. If you are watching the signed version and would prefer not to, please find the original version. You can do this by going to the ITV Hub homepage to find or search for the right version. If this is unavailable, it is because that version of the programme has expired.

Which hub do you have ?

I am afraid that on the hub 3 it isn’t possible to turn this off, the hub will always respond to ICMP requests, the only way to resolve this would be too use a 3rd party router and place the hub into modem only mode. Although looking at this I have tried with both firewall on and off and still will respond to ping.

Channel 4 Restores Subtitles On Key Shows

Channel 4 says it is now able to provide subtitles on its main channels for viewers on Sky, Virgin Media and Freeview as well as on All 4 and Channel4.com.

This has been achieved by changing the way the channels are broadcast linking up its emergency back-up to Arqivas equipment in Broadcast Centre.

However, the access service will continue to remain unavailable to the free-to-air satellite platform Freesat because of the way its channels are configured. Channel 4 is working to restore the service for Freesat viewers as soon as possible.

In a statement, Channel 4 said popular shows including the Great British Bake Off, The Last Leg and Gogglebox and Channel 4 News were the first shows to carry subtitles once more.

Channel 4 has been able to restore subtitles for viewers with the collaboration and support of our partners, Red Bee Media, Arqiva, Freeview, ITV and the BBC, for which we are very grateful.

Additionally, Channel 4 is grateful for the ongoing advice and support of RNID in speaking to our deaf audience during this time.

Audio description and sign-language services will remain unavailable until Channel 4 moves to a new system that is being built and tested.

A senior MP has called for broadcasters to explain why a string of TV channels have not provided subtitles, audio description or sign language services for nearly two weeks.

Hearing and visually impaired people have been unable to enjoy programmes on Channel 4, More4, E4 and Channel 5 since 25 September.

Red Bee Media, which handles playout services for the channels, has not provided the services since its west London offices were evacuated last month due to a fire scare.

The company has said only that their technology was affected by the activation of the fire suppression systems and that staff are working night and day to fix the issue.

John Nicholson, the SNPs Westminster culture spokesman and a member of the digital, culture, media and sport select committee, said he is very concerned by the situation, and lack of back-up for disabled viewers.

He told i: These audiences rely on these provisions to access important news updates and entertainment, which is especially important during a pandemic. We also know that turning on the subtitles makes a significant contribution to child literacy, a hugely important factor for any public service broadcaster.

There are many unanswered questions and those responsible for the fault which has been ongoing for nearly two weeks now must explain why the issue has occurred, why it hasnt been fixed and why there was no back-up to prevent such issues arising in the first place.

    Not that it makes masses of difference, but is this ITV SD or ITV HD?

    If you press the “info” button and scroll down to the audio tab, pressing “OK” should turn AD off. Is this not happening?

    Thankfully, things are already starting to move forward as viewers make their voices heard. One big complaint for the blind community is that certain sites like Amazon Prime Video are virtually unnavigable, so you cant even find the AD content. My husband operates the telly when Im on Amazon Prime, but theres not that many films. I dont think weve actually ever found a film thats audio described on Amazon Prime, Sam, who is visually impaired, explains. So far, Steven has had a similar issue: You have to search through all the programme description and the cast list and all that sort of stuff to find whether its audio described.

    But now Amazon Prime Video tells RadioTimes.com that it has formed a new partnership with the RNIB to share their listings of audio described titles including Goliath, Sneaky Pete and The Marvelous Mrs Maisel, and movies including Star Trek Beyond and Arrival. This list brings them all together in one place on Amazon, and also on the RNIB website. Currently there are around 100 audio described shows and movies and that catalogue will only grow.

    The majority of shows created by Amazon Studios include English audio descriptions and subtitles, including all new shows, Amazon says. We are actively working with studio partners to obtain and incorporate audio descriptions and subtitles for as many titles as possible.

    From next Friday – the 18th – Text Relay users will be able to have faster, more fluent conversations and use more devices to access the service with the launch of BT’s ‘next generation’ service.

    Some, like Virgin Media, also offer web chat channels for customers to communicate with customer and technical support staff through instant messaging.

    Most also offer at least some support by email.

    Providers whose contact centre staff can use BSL interpreting services probably have an advantage over most, however, since staff will have had to undertake at least some deaf awareness training and should know, for example, not to call a customer who has already made their needs clear, a problem we’ve occasionally heard about some companies.

    Its weird, because a lot of blind and visually impaired people use these things in everyday life to assist them, says Steven. It is the biggest piece of assistive technology that blind and partially-sighted people use.

    I can put an app on my phone that will give me guided directions to a place, I can put an app on my phone that will read documents to me, thatll read texts to me. I can put an app on my phone whereby if Im looking for something in my room that I cant find, I can access a volunteer anywhere in the world that can look through my camera and help me find it. But when it comes to on-demand, those innovations fade away.

    Many issues stem from one problem: the rise of on-demand has been so bitty and fragmented that access services have not been built in from the start. Formats have not been standardised across platforms and apps have not been optimised. Its a bit like buses not the metaphorical ones that always come along three at once, but actual, literal buses.

    We are no longer at the beginning of this rapid growth spurt, but as the streaming industry becomes more mature and the technology develops ever-further, the blind and deaf communities have big hopes. Popular ideas include:

    Sometimes even when AD and subtitles are available, they miss the mark. I watch a lot of quiz programmes, and sometimes theyll describe the most ridiculous things and not something thats really quite important, says Steven. So theyll tell me, for instance, that one of the contestants has got a moustache. Thats something which might admittedly be important to the contestant, but is not wildly important to the viewing experience. Far better to tell viewers about facial expressions than facial furniture.

    One recent media storm focused on Netflixs makeover show Queer Eye, when many deaf and hearing impaired users pointed out that the subtitles did not match the words actually coming out of peoples mouths. Dialogue was summarised and sanitised, removing swear words and cutting things down. We can tell when the captions dont match up to the content and its frustrating. It treats us as infants and not equal viewers, says Joshua.
